I have been informed by the British Concil-forel

that in the case of the death of a pase mer on the 8.8.

"Matshan" thu defendent was ascertained by him to be a

Portugures subject, nued Noronha, and that he held a trial

to which he summoned the defendunt and the Chinese and

foreign wilnsaeos.

The British Conesl-Tenorul, however, at the time

stated explicitly that the examination which was being held

by him was a preliminary enquiry and was not to be regardedĂ

as a forel trial.

I accordingly requested him to fix a date for a

second trial in proper form, but thu fonal-Cenerul in u

personal interview st my Yoven explained that the trial

would have to be held by the Portuguese fongul-Ceneral,

that he as British Consul-General would be happy to afford

me every assistance in his power short of assuming a juris-

iction which he did not possesi ovur subjects of other

nationalities
